Despite the small size of the island, and even if distances can seem court, it is recommended to use some means of transport to move on the island. The public transport usually is very limited, especially in the low season.
To move in the complete freedom as you want and without expectations, the best thing is, if possible, to rent a moped or a car, and still better, is renting a motor boat or a ship to explore all the corners of the coast.

Renting cars, motors and scooters.
To visit the Ibiza and Formentera islands, fitted with good roads and freeways, the best way is certainly the car or the bike. The renting costs are quite reasonable: for the cheapest means you pay approximately 33 euros per day during the months July and August, 27 euros a day during the rest of the year. The local companies are slightly more economic than the international ones.
In the high season months it is necessary to book with a bit of advance; finally it is important to remember that in Spain it is necessary to be at least 21 years to rent a car.
The costs to rent a bike or a scooter, for which you must be at least 18 years, start from 30 euros for a small bike (enough to move in the flat island of Formentera, but decidedly inadequate for some Ibiza paths, where it is necessary to rent a bike that exceed 100 CC), and 18 euro a day for a scooter. It is essential to have insurance with the coverage, for each eventuality; finally, the helmets are mandatory.

Ibiza presents a much more mountainous territory, but there are fantastic streets along the coast that are impossible to cross by means other than a bike.
